The State Secretary of Sarawak invited Emir to join the State Planning Unit (now known as the Economic Planning Unit) at the Chief Minister's Department.

Emir contributed in the macroeconomic sector under the tutelage of Dato' Ismawi Ismuni (Chairman of RECODA) and Dato' Lester Matthew, the present Director of the Unit.
